WILL THE TOTALITARIAN NATIONS ACCEPT THE PLAN?
The skeptic (and there is nothing wrong with being skeptical) may see the possibility of the democratic nations endorsing the Plan, but may see the cooperation of the totalitarian nations as an impossibility.
Herein lays the great deception for all people on the Earth, no matter what their ideology, no matter what their status, free or slave, no matter what their wealth, still people - just like you and I. They have loves and hates, and fears and hopes, and none of them, get this: NONE OF THEM want to see the human race destroyed by nuclear weapons, and NONE OF THEM want to see their sons and daughters fight a senseless war.
The key to the implementation of the Plan in China or Iran will follow the same process as its implementation in America or Great Britain. First the Plan must be written in their language and distributed, and the people must be enlightened as to its feasibility. Then when the master of dictators, kings, and presidents alike (the people) speak, even the totalitarian leaders will find they have to obey.
We must, of course, recognize that the leaders of the totalitarian nations will not accept the Plan of their own initiative. Nevertheless, they are controlled by the will of the people just as the leaders of the democratic nations are. The difference is that the leaders in totalitarian nations have greater control in programming the will of the people so it is on their side, even if they are living in slavery and poverty. During the Cold War most of the Russian people thought they were better off than Americans and Europeans because they were deceived by their leaders, just as the Argentines were during the war in the Falklands. Even so, when a people receive enlightenment about their true situation, as the Argentines did, they could change their government in three days if it did not cooperate with them. The people in Russia, China, Iraq and other nations must be educated as to the nature of their true omnipotence.
Millions of Bibles have been smuggled into the totalitarian nations. This is a great feat considering that it contains over a thousand pages. This treatise is but a few pages, and if millions of Bibles can be smuggled into those nations, then millions more of this concept can be, especially considering the power of the Internet that is soon to proliferate the planet. We will see that there will be eager readers and people willing to go to great risk to spread the word.
Once the common people become enlightened on Project Peace and Goodwill and the fire of truth is lighted, no power on Earth can stop its spreading until the light fills the whole planet and its Purpose is accomplished. When a people like the Russian or Chinese people see that there is a way to nuclear disarmament and world peace and that their leaders are dragging their feet, then they will rise up and do something about it. They will exercise their true heritage as men and women, the masters of the Earth, free agents unto themselves.
In addition to the printed word great effort will be taken to reach the general public in totalitarian regimes through the media: radio and television. Every method of reaching the common people should be looked into and explored. No expense is too high, no effort is too great, no vision is too improbable, in implementing the Plan. Every possible avenue must be tried and tested and tried again until Peace and Goodwill is established on the Earth.
THE ACCEPTANCE OF THE NATIONS
We can clearly see from what has been said that the basic principle involved in influencing the leaders of any nation is the same.
The people control their leaders WHEN THEY DECIDE TO. Only an apathetic or greatly deceived populace is controlled by their leaders, and this is true whether the government is totalitarian or democratic.
We must recognize that the nations whose acceptance of the Plan is most crucial are those who pose the greatest threat to life on Earth. These are presently: The USA, Russia and China. If these three countries accept this Declaration, then others will follow. A fourth most important nation is Israel. Because she is a center point of conflict and emotional fire, she is a focal point of danger in the world; yet a growing portion of her population is developing a desire for peaceful co-existence. She could set a great ensign for world peace if she would accept the Declaration.
If the above nations prove stubborn in accepting the Plan, then an accumulation of smaller nations may prove to have an equal influence if they unite for the cause of peace. Thus all nations should be worked with until the Declaration begins to become accepted by world leaders.
The most important nation to accept the Declaration is the first one to accept it; for when even one nation accepts it, a great power for thrusting it before the consideration of the peoples of the world will be created.
The United States is recognized as the most influential nation in the free world and thus it is most desirable that she accepts the Declaration. Great energy should be invested with this end in mind. But if another nation shows particular interest, then an extra effort should be diverted there. Remember, the most important nation to accept the Declaration is the first. It is expected that most of the democratic nations will accept the Declaration before the totalitarian nations seriously consider it. If this is the case, another potent power of influence will be created in addition to that of their own common people. The combined unification of the free world behind the Declaration will create a great magnetic influence among the totalitarian nations putting a great deal of pressure on them to accept. When this happens they are liable to make watered down counter proposals to pacify public and world opinion, but no counter proposal should be endorsed unless it contains the safeguards, the inspections in particular, as contained in the Declaration.
In the past there have been many individuals, groups and peoples who have mouthed and promoted the ideal of world peace, but each presentation seemed to have only the effect of a dream. Something seemed to be missing. What was it? In each one a definite plan fired with Purpose was presented and vision seemed to be missing.
The United Nations presented a beautiful ideal that has been ineffective because the nations did not agree on a plan beforehand that would keep the peace or save the world from nuclear weapons. When a war breaks out on this planet, they cannot effectively deal with it because the nature of aggression was not defined previously and the nations cannot agree who has the responsibility and who should be condemned. In addition to this many member nations are at odds with each other and points of agreement in some areas are next to impossible.
The Declaration of Peace and Goodwill has the advantage of drawing up the rules beforehand and the nations must agree to them as a condition of membership. If their covenants are broken, they lose their membership automatically. Thus a nation does not have to condemn an ally by voting against him. If he should become an aggressor instead, this situation is adjusted for in the Declaration itself.
Project Peace and Goodwill is not intended to replace the United Nations, but it hopes to work in cooperation with it and will seek the eventual endorsement of that organization.
It is true that the United Nations has its faults, and has been condemned by many conservatives as a great arm of a worldwide conspiracy leading to a one-world dictatorship; but few realize that this same fear was expressed by the thirteen colonies toward the formation of a federal government in the United States. They felt they would lose their freedom as individuals and States if a Union were created. If the Revolutionary War did not force Union, it is possible that today this land would consist of numerous different states with some free and some slave; some rich and some poor like the Latin American countries, and some may be controlled by a state religion and some not.
However one looks at it, the Union has been a benefit to the States and the entire world despite the drawbacks. The eventual Union of all nations in the world with the goal of the preservation of peace and freedom can be an even greater benefit providing individual sovereignty and culture is preserved.
The Union of the States within the United States has been so successful that today no one fears the possibility of one State making war with another. This was not always the case. Today the nations of the Earth are in a similar relationship toward each other as were the States before the Constitution was established. Within a hundred years from now the nations can establish a peaceful, working relationship that can be as harmonious toward one another as that of the States in our era. The time will come when no one will fear one nation taking up arms against another.
The nations of the world are headed toward a union of some kind whether we like it or not. If the people of good will sit back and let others set the course of union it is likely to be a union that leads to tyranny. Therefore, it is essential that those with good intentions do not relax but instead be the ones who initiate the plan.
The people should use the power of their influence to cause the UN to evolve into an agent that will truly benefit humanity. Any union of powers can be directed for good or evil. We must realize that the people are the ultimate directors of any organization, and their hands are never as tied as they think they are. If the United Nations has faults, they can be corrected by the influence of the people of the world. If public and world opinion demands change, then the United Nations must make the necessary corrections, or be set aside and superceded by another organization that will conform to the people. It's the people's own fault when they throw their hands in the air and think there is nothing they can do. There is ALWAYS something they can do because the common people are the masters of the Earth. They must wake up and realize their destiny, for the master is only not obeyed when he is asleep.
Project Peace and Goodwill is totally dedicated to making this world a safe place to live so when this generation lies down to rest, they will rest peacefully knowing that untold future generations may prosper on the Earth because of the great decision that humanity will make at this time.
Project Peace and Goodwill is to be, of course, a non-profit making organization. All the monies received by it are to be spent for the promulgation of The Declaration of Peace and Goodwill and the achievement of its goals.
Nothing repulses the average man more than seeing the head of a non-profit making organization receive a large salary while at the same time claiming to be helping the poor or afflicted. Such a person tends to have little understanding or empathy toward the general populace. For this reason, and also the fact that the money obtained for the Plan is best used for the furtherance of the Plan, there will be no large salaries paid in Project Peace and Goodwill. The time will come when some full time workers will be necessary. When this occurs we encourage a reasonable salary, but modest enough so workers will want to participate for the cause and not the money. The motives of those who lead the way to world peace must be centered on helping all humanity and not the small individual personal self.
Most of the workers for the Plan will be volunteers who receive no pay, but give of their spare time to help in a project to benefit their fellow men and women.
Even though the group will appeal to many ordinary people, the value of the endorsement of the rich and famous should not be overlooked. As time progresses more and more influential people are less and less attracted to the glamour and illusion of high society. Many of them desire to use their influence to help humanity, if they but knew the wisest course to direct it.
Therefore, people such as movie and television stars, sports figures, influential businessmen, politicians, the wealthy, and others should be sought out and taught about the Plan. If they are interested, they should be asked to lend their talents, influence, and finances to the cause of peace.
The endorsement of one national figure can be worth millions of dollars spent in advertising, and to our advantage there are many of them interested in stopping the nuclear threat.
None of the individual ingredients of Project Peace and Goodwill are new. Every concept of world peace has been dreamed of by thousands in ages past. The only thing original about this group is the combination of ingredients that have been put together and the timing of its inception near the beginning of the new millennium. All people are called upon at this time to wake from their slumber, and take stock of the precarious situation we are together in and to ACT to insure the way of peace. Let us not make the mistake of waiting until a nuclear terrorist wakes us up to reality.
When you think of it, we are extremely fortunate that we have lived fifty-five years into the nuclear age and we are still here intact. Some terrorist could have detonated a suitcase-sized bomb in a major city. One small computer error and Russia, China or the United States could send off a missile by accident. Experts say that an accident or computer error is much more likely to start a nuclear war than an aggressive action, for each year hundreds of computer errors indicate an invasion that never was. Fortunately, they have all been caught and corrected, but for how long???
On top of this, nations outside of the United States with nuclear capacity have computer systems that are more subject to error than in this country. What if they register a U.S. missile containing a nuclear warhead coming their direction when it is only an error on the computer? When you think of it, the situation humanity has gotten itself into is madness. It is something one does not even want to think of, yet ignoring the problem does not make it go away.
Even the most unfeeling of humanity shudder when they think of a possible doomsday hanging over our heads. And, of course, regular nuclear weapons are now just one of the problems mankind faces. There are also the neutron bomb, biological warfare, computer warfare, control of weather and natural forces and so on. Yet the situation as it is does not have to be and the power to change it is in our hands.
Let us use that power and carve out a new frontier and pave the way for a new age of reason, enlightenment, and right human relations.
